CARB Phase II, established by the California Air Resources Board, sets formaldehyde emission limits for composite wood products sold or used in California, and has effectively become a national compliance benchmark in the United States because manufacturers rarely maintain separate formulation lines for California versus the rest of the country. The standard covers hardwood plywood, particleboard and MDF, setting specific emission ceilings for each product category. Manufacturers and fabricators of finished goods, not just raw panel producers, carry compliance obligations under CARB Phase II, since a cabinet or furniture piece assembled from compliant panels using a non-compliant adhesive can still fail certification at the finished-product level.

Importers of composite wood products into the United States face particular scrutiny under CARB Phase II, since compliance documentation and third-party certification are required regardless of where the product was manufactured. Buyers sourcing engineered wood products internationally should treat CARB Phase II compliance as a baseline sourcing requirement rather than an optional certification, given the liability exposure of non-compliant product entering US commerce. Third-party certifying bodies conduct periodic plant audits and product testing to maintain a manufacturer's compliant status, adding an ongoing verification cost that smaller producers sometimes underestimate when first entering the US market.

REACH Compliance for Wood Adhesives in Europe

REACH, the European Union's regulation on the registration, evaluation, authorization and restriction of chemicals, governs formaldehyde and other substances used in wood adhesive formulation sold within the EU. Compliance requires registering relevant substances above certain volume thresholds and demonstrating that any restricted or high-concern substances remain below specified limits. This regulatory pressure has been a significant contributor to formaldehyde-free and bio-based adhesive chemistries gaining ground across the European market specifically.

REACH compliance obligations extend beyond the adhesive manufacturer to importers and, in some cases, downstream users of the finished wood product, which means panel manufacturers and furniture OEMs selling into Europe need visibility into their adhesive supplier's REACH registration status as part of standard vendor qualification, not as a one-time check at initial onboarding. Substances of very high concern identified under REACH are subject to additional authorization requirements and periodic review, meaning a formulation compliant today can face new restrictions as the regulation's substance list is updated.

FSC/PEFC Certification and Sustainable Supply Chains

Forest Stewardship Council and Programme for the Endorsement of Forest Certification schemes primarily certify sustainable forest management and chain-of-custody tracking for wood fiber, but certification requirements increasingly extend to the adhesive component of a certified wood product as well. Buyers sourcing FSC or PEFC-certified engineered wood products need assurance that the adhesive used does not introduce non-compliant materials or break the documented chain of custody. Maintaining chain-of-custody certification typically requires the adhesive supplier to participate in the same auditing and documentation process as the wood fiber supplier, which not every adhesive producer is set up to support.

Taken together, these four frameworks are functioning less as independent compliance hurdles and more as a coordinated pressure pushing the industry toward lower-emission, more sustainably sourced chemistry. Suppliers unable to demonstrate E1 or better emission ratings, CARB Phase II compliance where relevant, REACH registration, and increasingly FSC/PEFC-compatible sourcing are finding themselves excluded from specification on a growing share of commercial and public-sector projects, independent of price or mechanical performance.

This compounding regulatory pressure is one of the clearest reasons bio-based and formaldehyde-free chemistry has moved from a niche sustainability offering to a mainstream formulation priority across the wood adhesives industry, even though it remains a comparatively small share of total volume today. Manufacturers building a multi-year formulation roadmap increasingly treat regulatory trajectory, not just current compliance status, as the more important planning input, since qualification cycles for new chemistries typically extend well beyond a single product cycle.
