Performance-based logistics contracts apply a similar principle to sustainment. The supplier is contracted against availability or throughput measures rather than against discrete maintenance transactions, which aligns supplier incentives with device readiness across the contract term.

Public-private partnerships appear where training infrastructure requires capital investment that the customer prefers not to fund directly. These arrangements are most common for large fixed training estates, and they typically carry the longest contract terms of any model in this market.

Framework agreements and sole source awards complete the procurement picture alongside competitive tender. Sole source awards typically arise where an existing training system must be extended rather than replaced, since introducing a second supplier into an established estate carries integration and configuration management costs that can outweigh the benefit of competition.

On-Premise, Mobile and Distributed Training Delivery

On-premise training centres remain the largest delivery model. A fixed facility housing devices, classrooms and instructional staff is the traditional structure for a training estate, and it continues to account for the bulk of installed capacity.

A networked architecture extends what a training estate can deliver and who can participate, while adding a security accreditation obligation that scales with the number of connected sites and the classification of the material carried.

Delivery model also determines where sustainment effort physically sits. An on-premise centre concentrates technical staff at one location, while a distributed network spreads the same obligation across every connected site, which changes the staffing profile a provider must maintain to meet an availability commitment.
